ULEZ, Clean Air Zones, and Your Car: A Plain-English Guide for UK Drivers in 2025
London's Ultra Low Emission Zone expanded to cover all 32 boroughs plus the City of London in August 2023. If your vehicle doesn't meet the required emission standard, you pay £12.50 every day you drive within it. Ignore the charge notice and the fine rises to £180.
But ULEZ is just the beginning. Clean Air Zones are now operating in Birmingham, Bath, Bradford, Bristol, and Portsmouth, with schemes in various stages across Manchester, Edinburgh, Dundee, and Aberdeen.
The compliance standards in plain English
- Petrol cars: Must meet Euro 4, generally vehicles registered from January 2006 onwards
- Diesel cars: Must meet Euro 6, generally vehicles registered from September 2015 onwards
- Fully electric vehicles: Always exempt
- Hybrids: Checked against the same petrol or diesel standard depending on engine type
"Generally" is the key word. Some manufacturers adopted the standard earlier or later. The only definitive check is the TfL vehicle checker at tfl.gov.uk/modes/driving/check-your-vehicle.

How to check your vehicle
For London ULEZ, use the TfL checker, enter your registration and it tells you immediately whether your vehicle is compliant. For other Clean Air Zones, each city council operates its own checker, though the compliance standards are broadly aligned with the Euro 4/6 framework.
Scrappage schemes
TfL offers a scrappage scheme for London residents, certain small businesses, and disabled drivers. Grants range from £1,000 to £5,000 depending on vehicle type. Other cities have run limited schemes, check your local council for current availability.

Manchester's Clean Air Zone plans were revised in 2023 but remain under consideration. Edinburgh and Aberdeen are progressing Low Emission Zones. The direction of travel is clear: more cities, stricter standards, higher charges.

How do I know if my car is ULEZ compliant?
Check at tfl.gov.uk/modes/driving/check-your-vehicle using your registration number. Generally, petrol cars from 2006+ (Euro 4) and diesel from 2015+ (Euro 6) are compliant.
Do I have to pay ULEZ if I'm just passing through London?
Yes. The ULEZ charge applies to any non-compliant vehicle driven within the zone, regardless of whether you live there.
Are electric cars exempt from Clean Air Zones?
